If there be dangerous rocks or shoals in the neighbourhood, and the adjacent waters have been the scene of frequent loss of life and property by casualties to shipping, then it may fairly be inferred that the obligation is proportionately heavy.

Now this is a matter of fact and I think it desirable that the Harbor Master should take the number of wrecks which have taken place in the adjacent waters during the last 10 years and, looking to Commander Reed's suggested Lights and Beacons, should report in how many cases probably their erection would have prevented such casualties.
